23rd Kelly Conference will be held on the uptown UAlbany Campus in the
Life Sciences Building!

We're looking forward to seeing you all later this week, and wanted to take a moment to update you on the planned conference events!

The pre-conference reception will be held on Thursday, 3/26 at the Best Western Sovereign Hotel on Western Avenue in Albany, NY. This event is scheduled from 7:00 - 9:30 in the evening. Refreshments will be served, and we will have a brief discussion on how to include evaluator experience on your CV. This will be a fun, casual event where you can meet grad students and professionals in the field of evaluation. Everyone who is attending the conference is invited to this reception!

The main conference will be held on on Friday March 27th at the University at Albany uptown campus in Albany, NY. There are two main entrances to the university - one at 1400 Washington Avenue, and one near 1213 Western Avenue, diagonally across from the Best Western Hotel. Conference events will be held in the Life Sciences Building - registration & check-in will take place in front of the D'Ambra Auditorium. Registration (and breakfast) opens at 8 am, and Introductory remarks are scheduled to begin at 8:45 in the D'Ambra Auditorium (see schedule in sidebar).

As a reminder: The full conference fee includes the Thursday night pre-conference reception, Friday Full Day conference presentations (including light breakfast, panel presentation, student presentations, lunch, and the workshop), while the Workshop-only option is for just the 2:00-4:00 Workshop. Presenters are welcome to attend as much or as little of the Full Day activities as you would like, but as presenters you are required to sign up for the full day event.

Important Registration Announcement:

Due to issues with postal delivery, If you have not yet registered for the Kelly Conference by 3/20/09, please DO NOT MAIL YOUR REGISTRATION IN. Instead, pay in person at the conference. This is to ensure that you do not have to pay twice in the event that a late-mailed check does not reach us in time. Please be aware that if you have mailed your registration but we have not received it, you will be asked to pay at the registration table on the day of the conference. To avoid this, we recommend that you do not mail your registration forms or fees after 3/20/09. Thank you!

Proposals for presentations at the 23rd Annual Kelly Conference are due electronically by midnight of Friday February 13, 2009!

Proposals can cover any area of evaluation (program, personnel, or
performance), or any research that grew out of an evaluation. We will also
consider planned/proposed studies, and papers on evaluation-theory for
round-table sessions!

We are delighted to announce that the 23rd annual Edward F. Kelly Evaluation Conference will be hosted by the State University of New York at Albany in March, 2009! We are looking forward to an exciting array of graduate student presentations on all topics in evaluation, and are especially pleased to announce a new workshop session which will be held this year in order to elaborate on the conference theme: Evaluating Systems Change! This workshop is open to all registrants, and will provide an additional component of scholarly consideration and collaboration as we explore together what it means to evaluate ‘systems change’ in the current climate of evaluation.

What is the Kelly Conference?

The Edward F. Kelly Evaluation Conference is a graduate student organized regional evaluation conference, whose goal is to provide graduate students in the field of evaluation an opportunity to present original research and network with professionals in the field. This year the conference consists of two main components: A professional development workshop and presentations of student research. Conference proceedings are published annually.

The Edward F. Kelly Conference originated at the University at Albany in 1987 in commemoration of beloved former faculty member Ed Kelly. Dr. Kelly founded the Evaluation Consortium on campus in collaboration with the School of Education in order to foster an authentic evaluation setting in which graduate students could work and learn alongside seasoned faculty members. The conference continues his commitment to providing authentic learning and research experiences to graduate students today.

Where and when is the Kelly Conference held?

Each year the Kelly Conference rotates among participating universities in the northeastern United States and southern Canada including Cornell, Queen's and Syracuse University, SUNY Albany, University of Ottawa, and OISE/UT.

Who attends the Kelly Conference?

Each year professionals in the field of evaluation and graduate students interested in the field of evaluation come together at the Kelly Conference. Full conference attendance includes the full day of conference events including breakfast and lunch as well as a pre-conference reception.

Kelly Conference publishes annual proceedings of the conference including the keynote speech and/or workshop presentations and the articles of the presented papers that are submitted by the presenters. Conference proceedings are provided to all conference presenters.

Professor Stake received his B.A. in Mathematics with a minor in naval science and Spanish from the University of Nebraska in 1950. He graduated with an M.A. in educational psychology in 1954 from this university. In 1958, he received his Ph.D. in psychology from Princeton University. From 1955 to 1958, he was a Psychometric Fellow at the Educational Testing Service. Then, an Associate Professor and Faculty Research Coordinator of the College of Education at the University of Nebraska at Lincoln. In 1963, he arrived at the University of Illinois at Urbana-Champaign where he assisted Thomas Hastings, Lee Cronbach, and Jack Easley in the creation of the new evaluation center, CIRCE, and in developing a program of research on program evaluation. He also became the Associate Director of the Statewide High School Testing Program. In 1975, he became director of CIRCE. He has been active in the program evaluation profession and has promoted an approach to evaluation methods called "responsive evaluation." He took up a qualitative perspective, particularly case study methods, in order to represent the personal experience and complexity of evaluation study. He received the Lazerfeld Award from the American Evaluation Association and an honorary doctorate from the University of Uppsala.

Jennifer C. Greene, PhD
Professor of Quantitative and Evaluative Research Methodologies
Educational Psychology, College of Education
University of Illinois at Urbana-Champaign

Jennifer Greene has been an evaluation scholar-practitioner for over 25 years. She received her doctorate in educational psychology from Stanford University in 1976 and has held academic appointments at the University of Rhode Island, Cornell University, and presently, the University of Illinois, Urbana-Champaign. Her evaluation scholarship has broadly focused on probing the intersections of social science method with policy discourse and program decision making, with the intent of making evaluation useful and socially responsible. Greene has concentrated specifically on advancing qualitative, mixed methods, and democratic approaches to evaluation. Her evaluation practice has spanned multiple domains of practice, with an emphasis on the domains of education, community-based family services, and youth development. She currently has a grant from the National Science Foundation to pursue an “educative, values-engaged” approach to evaluating science and mathematics education programs. Greene has published widely in journals and books on program evaluation; she has held leadership positions in the American Educational Research Association (AERA) and the American Evaluation Association (AEA) and was recently co-editor-in-chief of New Directions for Evaluation. In 2003, she received AEA’s Lazarsfeld award for contributions to evaluation theory.

Jody Fitzpatrick, PhD

Jody Fitzpatrick is Associate Professor in the Graduate School of Public Affairs at University of Colorado. She was the originator and editor of the “Exemplars” columns in the American Journal of Evaluation (AJE) from 1998 to 2002. She also is the lead author of a best-selling textbook in evaluation, Program Evaluation: Alternative Approaches and Practical Guidelines, with James Sanders and Blaine Worthen. She has written widely about evaluation practice and ethics in evaluation in Evaluation Review, AJE, and New Directions for Program Evaluation. She has served on the Board of the American Evaluation Association, worked as a practicing evaluator, and is a professor in public administration with the University of Colorado. She has served as Associate Editor of AJE and is currently on the Editorial Boards of both AJE and New Directions in Program Evaluation.

W. James Popham, PhD

Dr. W. James Popham is an Emeritus Professor at the Graduate School of Education at UCLA, where he has taught for nearly 30 years. During his career Dr. Popham has become known as one of the America’s foremost authorities on educational testing. Dr. Popham is a former president of the American Educational Research Association and founding editor of the journal Educational Evaluation and Policy Analysis. In 2002, he received the National Council on Measurement in Education’s Career Contributions to Educational Measurement Award. Dr. Popham has authored over 25 books and 200 journal articles in the fields of education and evaluation, including his most recent work on the No Child Left Behind Act, America’s “Failing” Schools: How Parents and Teachers Can Cope with No Child Left Behind.

Richard Krueger, PhD
University of Minnesota

Dr. Richard Krueger is known for his efforts in using focus group interviewing within the public environment. He has written extensively about focus group interviewing including six books and numerous chapters in edited books.

Professor Krueger is a member of the graduate faculty at the University of Minnesota and teaches courses in program evaluation and research methods. He also serves as the internal evaluator for the University of Minnesota Extension Service. His areas of specialization include program evaluation, applied research methodology and qualitative analysis. He has served as consultant for a variety of organizations at the national, state and local levels. He is past president of the American Evaluation Association.

He drives a motorcycle which he tries to repair even when it isn't broken, reads books as often as he can, enjoys good stories and has been known to tell a few of his own, and finds relaxation by shopping for tools at the hardware store. Maybe you've met him there.

Mary-Anne Casey, PhD
University of Minnesota

Dr. Mary Anne Casey is a consultant in designing research that helps people get useful information. She has previously worked with the W.K. Kellogg Foundation, the Minnesota Department of Trade and Economic Development and the University of Minnesota. She holds a Ph.D. from the University of Minnesota. Over the past 15 years she has conducted focus group interviews throughout the United States with a wide range of audiences.

Her research centers on topics relating to natural resources, the environment, public health, and community empowerment. Over the past 15 years she has conducted hundreds of focus groups and taught research skills to thousands of individuals.

In her spare time she gardens, reads lots of books, and spends time with her nieces.

Together, Mary Anne and Richard are married and live in St. Paul, Minnesota. They are the co-authors of a recent Sage publication, entitled, Focus Groups: A Practical Guide for Applied Research, (2000) Sage.
